Annette Kleinman - Toquerville City was excused. Rhett Boswell - Division of Natural Resources arrived late.

Meeting Called to Order: Chair Karl Wilson at 4:10 p.m.

Approve Minutes: August 19, 2009 Meetings- Motion by Bob Sandberg, second by Clark Fawcett. Motion carried unanimously.

Discussion of 10" irrigation line funding: Sandberg and Wilson would like to approach the County Commissioners to request support through seed money, grant writing resources other resources the county may be able to provide. Clark asked about in-kind grants, using labor as matching.

Sandberg discussed that grant writing in the county is done by individual departments. There has been some training. He can research who could potentially write grants. Wilson is meeting with a grant writer out of Layton that may be available in this case.

Meismer tried for some funds through his program, but the request was pushed out on procedural basis. Will try again. Ron Thompson will possibly be favorable. Discussion that project needs to justify the grant. Willow farm, looping the water system help justify. LaVerkin has 30 share equivalents for delivery on the Park. (4.44 acre feet per share equivalent).

Eagle Scout Project/Fire Pit: Wilson reported that the fire ring is complete. It is located in the alcove by the granary. They have pulled all the vegetation, built the fire ring with cemented lava rock. It makes a cozy amphitheater. If get traffic there, will keep the vegetation down. Wilson expects to sign off on the project soon.

Board & Committee Reports:

Bob Sandberg: Road Repair: Sandberg reported that Hurricane worked to repair road on the way down to the temporary care facility for the tortoise district. Rain washed the road out and exposed pipe. The pipe was covered back up.

Signage: Sandberg drafted two suggestions for interim signage until kiosks and development can be made. Concerns that if the signs are too wordy, no one will read them. Want to give important information. Bob will send e-copy to June to distribute to those not in attendance.

Discussion about location of signs. Confluence Park "access" at River Wood should be marked. Will need to get permission from Ash Creek to put up signs.

Fawcett liked the sign with more detail for the entrance. Other locations would not need as much information. Discussion about need for State Code reference. Sandberg will check if needed. Meismer stated that the Virgin River Program needs to be listed with agencies.

Rhett Boswell: Baseline reports are still in process. Boswell stated that his position has changed. He is still involved with Confluence but will be training the new lands biologist. Transfer of position could be 3-4 months out.  There may be a couple of issues. Will be a new document, not a reworking. Signatures are spotty. Need three. Will want to push to get completed.
